I'm Tony Fitzgerald, The Mortgage Jedi, and I write mortgages for buyers across Rotonda West, the wheel-shaped, deed-restricted golf community on Charlotte County's Cape Haze peninsula. This page covers Rotonda West's real sections, the flood zones and HOA math that actually move a Rotonda West loan, and what I check before I hand you a number.
The real Rotonda West, not the postcard version.
Rotonda West is one of Florida's most recognizable communities from the air. Its plat is a near-perfect wheel on the Cape Haze peninsula between Charlotte Harbor and the Gulf, master-planned by Cavanagh Communities Corporation after the company purchased the land in 1969. Eight pie-slice segments ring a central hub, the Rotonda Community Park and Preserve. Seven segments carry section names and hold single-family homes, and the eighth, once planned as Saint Andrews, was left undeveloped as wetland conservation land. The result is an orderly, deed-restricted community in southwest Charlotte County, governed by the Rotonda West Association.
Water and golf define the interior. Roughly 26 miles of freshwater canals, plus lakes and ponds, thread through the sections and put a fishing dock or kayak launch behind many homes. Rotonda Golf and Country Club operates five courses totaling 99 holes in and around the community, from the original 1972 Hills course to the 27-hole Long Marsh complex. Broadmoor Park adds a community center, lake, and walking trails.
The housing stock is almost entirely single-family, which simplifies some parts of financing compared to a condo-heavy market. Concrete-block ranches from the 1970s and 1980s sit alongside 2000s pool homes and current-cycle new construction on infill lots. Canal frontage, fairway frontage, and southern rear exposure carry premiums, and each changes the appraisal and insurance conversation a little.
The setting is the quiet middle of the Cape Haze peninsula. Placida Road runs south to Gasparilla Marina and the Boca Grande Causeway, the toll bridge onto Gasparilla Island's beaches. Englewood Beach on Manasota Key is a short drive north, and daily errands run through Englewood and Port Charlotte. It is coastal living one step removed from the barrier islands, and that step changes the flood and insurance math worth understanding before you make an offer.
Each section changes the file in its own way.
Rotonda West's original section, developed from the early 1970s around The Hills golf course, the community's first, opened in 1972. Mature resale homes here usually make for straightforward conventional files.
ConventionalOne of the largest sections, home to the Pinemoor golf course, with an active mix of resale homes and infill new construction. I run both loan types here often.
New construction · resaleAnchored by Broadmoor Park, with its community center, lake, and walking trails close to most streets in the section. A steady resale market that finances cleanly.
ConventionalCanal-lined streets with fairway frontage along the Long Meadow nine of Long Marsh. Canal-front lots here often carry flood zone requirements I check before quoting a payment.
Jumbo · waterfrontAmong the earlier-developed sections, with a mix of canal-front and interior homesites on established streets. That mix means I pull a flood determination street by street, not section-wide.
All loan typesAn interior section along the White Marsh nine of Long Marsh and the community's canal network.
ConventionalOne of the later sections to build out, with a higher share of newer construction along the Pine Valley nine of Long Marsh, opened in 1999. New builds here mean I'm often working from a builder contract, not a resale listing.
New constructionNone of this decides your rate. It is the kind of checkable detail that tells you I actually know this place instead of running a template.
What makes a Rotonda West file different from a generic Florida file.
Flood zone designations in Rotonda West vary parcel by parcel. Some lots sit in FEMA Zone X, where flood insurance is optional, while many canal-front lots fall in Zone AE, where a federally backed loan requires it and the premium counts in your debt-to-income ratio. I pull the flood zone determination, and an elevation certificate where one exists, before I quote a number.
The Rotonda West Association charges mandatory dues that count against your debt-to-income ratio dollar for dollar, same as any HOA. What's different here is what's missing: no Community Development District, so there's no separate CDD assessment riding on the tax bill the way there is in some newer master-planned communities up the coast. That's real qualifying room, and two buyers with the same income can qualify for different price points in Rotonda West versus a CDD-heavy community.
Rotonda West still has vacant platted lots, and builders deliver new homes on infill sites through most sections. That means lot preparation, fill costs, and Rotonda West Association approval all show up before closing. I review the builder's contract and draw schedule early, since a new build moves on a different timeline than a resale closing.
Rotonda West's canals don't connect to the Gulf, so they suit kayaks, small boats, and dock fishing rather than saltwater boating. For financing, that matters because an appraiser pulls comparable sales from similar water access. A freshwater canal lot compares to other freshwater canal sales, not to Gulf-access canal homes in a community like South Gulf Cove, and mixing those up can throw off a value estimate before we get to the loan.
Hurricane Ian moved through this part of Charlotte County in 2022, and the damage varied street by street rather than community-wide. I have buyers pull roof age, wind mitigation features, and storm repair permit history early, since all three move the insurance quote, and insurance moves your qualifying payment.
Retirement, semi-retirement, and investment or seasonal income are common in a golf and canal community on the Cape Haze peninsula, and none of that always looks like a paycheck. I qualify these files with bank statement loans, asset-based qualification, and DSCR loans that look at a property's rental income instead of pay stubs, useful for a golf-frontage or canal home you plan to rent part of the year.
I work the Sarasota, Manatee, and Charlotte corridor every day, and Rotonda West sits right in the middle of that. I already know which sections carry canal-front flood exposure and what the Rotonda West Association's dues do to your qualifying math when there's no CDD stacked on top. I pull flood determinations, run the HOA math, and review builder contracts before I quote you anything, because here the parcel changes the file almost as much as your income does. I was a Fire Lieutenant and EMT for 28 years before this. I still check behind the wall.
Answered from how each one affects your financing, not just the purchase.
Rotonda West is a deed-restricted, single-family community on Charlotte County's Cape Haze peninsula, with roughly 26 miles of freshwater canals and five golf courses woven through seven developed sections. Housing runs from 1970s concrete-block ranches to current-cycle new construction on infill lots, so most budgets fit somewhere. The real question is which lot: flood zone, canal access, and whether it is a resale or a new build move your qualifying number more than the community's reputation does.
Oakland Hills and Broadmoor tend to be the most straightforward conventional files, established concrete-block homes with mandatory Rotonda West Association dues and no CDD to stack on top. Long Meadow and Pebble Beach carry more canal-front lots, which means a closer look at flood zone before I quote a payment. Pinehurst and Pine Valley see the most new construction, which means working from a builder contract instead of a resale listing.
It depends on the parcel. Flood zone designations in Rotonda West vary lot by lot. Some sit in FEMA Zone X, where flood insurance is optional, while many canal-front lots fall in Zone AE, where a federally backed loan requires it and the premium counts in your debt-to-income ratio. Since Hurricane Ian in 2022, insurers across Charlotte County also weigh roof age and wind mitigation heavily. Pull the flood map for the specific lot and get an insurance quote during your inspection period, not at the closing table.
Rotonda West has a mandatory HOA, the Rotonda West Association, which enforces deed restrictions and reviews exterior changes, fences, and docks. Those dues count against your debt-to-income ratio dollar for dollar, same as any HOA. What Rotonda West does not have is a Community Development District, so there is no separate CDD assessment on the tax bill the way there is in some newer master-planned communities nearby. That can mean real qualifying room, and I run the comparison for anyone weighing Rotonda West against a CDD community.
It does not disqualify anything, but it affects the value your loan is based on. Rotonda West's canals do not connect to the Gulf, so an appraiser compares a freshwater canal lot to other freshwater canal sales, not to Gulf-access canal homes in a nearby community like South Gulf Cove. If you want saltwater dockage, that is a different search and a different comp set, and I would rather flag that before your appraisal comes back than after.
Both are common in Rotonda West, and the file looks different for each. New construction runs on infill lots and requires a builder contract, lot preparation and fill costs, and Rotonda West Association approval, all of which I review before we talk numbers. Resale homes offer established canal banks and immediate occupancy, though older roofs and unprotected openings can raise the insurance quote, which affects your qualifying payment too.
It does not affect financing, but it affects where a lot of my Rotonda West buyers end up looking. The community is served by Charlotte County Public Schools, with Vineland Elementary and L.A. Ainger Middle School both located inside Rotonda West, and Lemon Bay High School nearby on Placida Road in Englewood. School zoning can shift, so confirm current assignment with the district before you count on it.
Hurricane Ian moved through this part of Charlotte County in 2022, and the damage ran street by street rather than community-wide. Roof age, wind mitigation, and storm repair permit history now drive the insurance quote, and insurance moves your qualifying payment. On timing, buyer traffic peaks from roughly December through April when seasonal residents and relocation buyers are here in person, so I would rather get your pre-approval solid before that window than rush it once you are competing for a lot.
Local note. Florida has no state income tax, real money back in your monthly budget if you are relocating to Rotonda West from a state that has one. Once you close and make a Rotonda West home your primary residence, the homestead exemption lowers your taxable value, and Florida's Save Our Homes cap limits how much your assessed value can climb each year after. Worth knowing if you are comparing a homestead purchase in Oakland Hills against a non-homestead investment in Pine Valley, since the tax trajectory is different.
Rotonda West is a wheel of eight sections around a central park and preserve, and flood zones here change parcel by parcel. One lot sits in Zone X, where flood insurance is optional. A canal lot nearby falls in Zone AE, where a federally backed loan requires it. That is exactly the kind of variable where a broker beats a single lender.
